The uncomfortable reality is that transformation fails not because of planning but rather because of resource allocation.

The roadmap appears bold, with AI, cloud, and modernization all “in flight.” However, nothing has stopped.

Legacy systems continue to be funded and old priorities remain untouched. It feels like progress. However, there is no measurable change.

As you may have guessed, the transformation did not fail. Reallocation has not yet occurred.

How Can Resource Allocation Lead to True Transformation?

1. Cut for Change
If nothing gets cut, nothing will change.
• Eliminate low-impact legacy projects.
• Create space for transformational work.

2. Audit Transformation Theater
Activity is not the same as the result.
• Identify transformational projects that do not yield results.
• Redirect resources toward the things producing the most impact.

3. Reallocate instead of Stacking
Adding more is not transformational.
• Move funding, team members, and time allocations instead of just adding work.
• Tie resources to your strategic priorities.

4. Intentionally Create Disruption
Disruption is part of the change process.
• Accept short-term pain for lasting change.
• Have transparency as to why cuts were made.

5. Keep Track of Your Shutdowns
That is how you measure your progress.
• Have a “stopped initiatives” list and produce a report at the executive level.
